EFFICIENCY OF STATE REGULATION OF AGRICULTURE AND KEY PROBLEMS OF ITS DEVELOPMENT

Abstract: the analysis of the level of development of the main production indicators of the agroindustrial complex of the Russian Federation and their compliance with the objectives of the State program of development of agriculture regulation of markets of agricultural products, raw materials and food for 2020 is made. Production of agriculture in farms of all categories in the Russian Federation in the period 2009-2018 has a steady tendency to growth. Despite this, the target of 39% may not be achieved in full, according to the state program of agriculture, but it is possible to get as close as possible to the set criterion. As for the export of agricultural products to Russia, the positive dynamics is observed for grain and meat. From 2001 to the present time, exports exceed imports at times. Ensuring the average annual growth rate of investments in fixed assets of agriculture in the amount of 8.8% by 2020 is completed in full in 2018.

Despite the increase in the ratio of wages in agriculture and the national average in recent years, the target of 95% has not been reached yet (in 2018, this ratio was 65%). At the same time, there is a decrease in the level of labor productivity in agriculture. Analysis of the financial activities of agricultural enterprises of the Russian Federation showed an increase in the proportion of profitable organizations in the industry. In conclusion, additional measures aimed at the development of agriculture in order to achieve the targets of the state program of agriculture by 2020 are presented.
