COMPLIANCE PROCEDURES OUTSOURCING AS A METHOD OF OPTIMIZING COSTS FOR COMPLIANCE FUNCTION

Abstract: the article analyzes the growth trends in the costs of maintaining a compliance function based on the practical experience of large Russian and foreign companies. Based on the analysis, it was concluded that the costs of the compliance function are constantly and rapidly growing, despite the fact that in the company this function acts as “enabling”, not general function, that is, not directly responsible for generating profit. Given this trend, the goal was to search and determine the procedure for applying effective measures to optimize the costs of the compliance function. For optimization purposes, potential cost reduction options were considered – a direct reduction in staff costs, a reduction in the cost of implementing compliance programs, automation and outsourcing. For a more detailed analysis, the authors chose the option of full or partial outsourcing of the compliance function as the most optimal of the proposed options. As a result of the analysis of the compliance function outsourcing, the authors determined the factors and advantages of the compliance function outsourcing, and also developed a phased plan for transferring the compliance function to outsourcing, taking into account the critical points of outsourcing, which should be considered when planning and implementing the transfer of the compliance function to third party.
