CLUSTERING OF RUSSIAN REGIONS BY THE LEVEL OF INNOVATIVE DEVELOPMENT AND BUILDING A SYSTEM OF ECONOMETRIC EQUATIONS

Abstract: the classification of regions by their innovation activities makes it possible to make different management decisions depending on the level of innovation development in each individual group of actors.  The aim of the work is to identify the homogeneous regions of Russia by the level of their innovation activity and to build a system of simultaneous econometric equations for assessing and forecasting indicators. The object of the study is the innovation activities of the regions of the Volga Federal District.  The information base of the study is data from the Federal State Statistics Service.

The article gives a comparative assessment of the country’s innovation efficiency. The method of cluster analysis of regions on the level of innovative development and construction of a system of simultaneous econometric equations for assessment and forecasting of indicators was proposed. There are homogeneous regions in terms of innovation development: above-average, medium, below-average, low in order to develop proposals to improve innovation for a low-level cluster. Using the indirect method of the smallest squares, a system of simultaneous econometric equations was built to assess and predict indicators.

The article gives a comparative assessment of the country’s innovation efficiency.
