PUBLIC-PRIVATE PARTNERSHIP IN IN THE ELECTRIC POWER INDUSTRY

Abstract: the transformation of the electric power industry and the development of market relations are necessarily accompanied by the improvement of the functioning of power systems, the increase of requirements to the facilities operating in their composition. At the same time, approaches to financing this industry are changing in order to equip safe and reliable electricity supply to consumers due to liberalization of wholesale and retail electricity markets, capacity, as well as consolidation of the Russian electric grid complex.

In order to obtain the result of the work done, the following tasks were identified: to propose consistent approaches to determining the ideal amount of support from the state in financing investment projects under PPP; develop systematic proposals for financing investment projects using PPP in the electricity industry; identify resources for the use of PPP (models, forms, financial instruments) to finance investment projects in the electricity industry; justify the prospects of using PPP to finance investment projects in the electricity industry.

The aim of the study is to analyze the current state, problems and prospects of development of public-private partnership in the energy industry.

Sources of information for writing the article and the study were resources of the International Energy Agency, the World Bank, Rosstat, the Ministry of Energy of the Russian Federation, JSC “ATS,” JSC “SO EES,” etc., as well as analytical materials of different rating agencies and investment organizations, investment programs, passports of investment projects and press releases of electric power organizations.
