TAX INCENTIVES IN THE SYSTEM OF STATE FINANCIAL SUPPORT FOR INDUSTRIAL PRODUCTION

Abstract: this article argues that the tax system of the Russian Federation complicates the problems of the industrial sector due to its complexity and inefficiency: there are a number of critical points, among which we should highlight the uneven tax burden in the industrial sector, the fiscal orientation of tax instruments, the instability of tax legislation, the inefficiency of tax incentives, and many other problems. All this not only hinders the development of the industrial sector, but also hinders its modernization and renewal. The authors of the article suggest active dissemination of simple and effective tax incentive systems: the system of tax discount on equity (ACE tax system), the system of tax discount on industrial shares (ASE tax system), as well as the introduction of a tax on corporate cash flow. It is concluded that the Russian Federation applies a sufficient minimum list of types of tax incentives that are subject to the basic provisions of international horizontal, sectoral and other rules, regulations and guidelines that directly determine the requirements for state aid schemes. however, due to the progression of the crisis, aggravated by the pandemic, it is necessary to intensify tax relief in the industry, which is the engine of the Russian economy.
