Abstract: the paper discusses the features of the formation of the expert group to assess the degree of efficiency and risks of scientific and technological areas, technologies and relevant strategic business projects. Currently, foresight methods of obtaining technology efficiency forecasts for key indicators and indicators are gaining popularity in developed countries – the feasibility of such methods largely depends on the professional pool of experts. This determines the relevance of the study. The authors identified the main difficulties and features that may arise in the formation of the expert group, suggested ways to minimize these difficulties. The problem of organization of expert survey is considered from the point of view of the theory of professional identity. Experts with longer professional experience are characterized by a higher level of reflection, differentiation of ideas about their own identity, and, as a result, more adequate self-assessment. When engaging experts in the survey, it is necessary to take into account their potential “double”, “triple” identity.
