The results of import substitution policy implemented in the Russian Federation were studied. It was established that in only 7 areas out of 21 (allocated according to the classification of TN VED) import substitution policy proved to be effective. This is particularly true in the field of finished foods and live animals. The areas where imports could not be reduced: automotive, metallurgy, chemical and light industry. Effective implementation of import substitution policies requires a range of systemic measures. First of all, it is necessary to increase the money supply in circulation. Another measure is to reduce the tax burden by reducing VAT. It is important to limit the growth of prices for products of natural monopolies while strengthening control over the costs of monopolists, stimulating import substitution in strategically important industries by the state. We believe that the proposed measures can be used to create a favorable business and investment climate in our country.
