Abstract: the article analyzes the foreign experience of clustering in the framework of innovative clusters development. The main purpose of the work is to identify and study the features of clustering processes implementation in foreign countries. The work objectives are the identification of countries with a high level of clustering, analysis of the implementation peculiarities of foreign clusters policy as well as the activity of advanced innovation clusters in the countries under consideration. It is found that the largest number of clusters are located in the United States. The Silicon Valley Cluster is at the forefront of other US clusters and cluster formations in other countries. This is due to a large number of participating enterprises and employees, high production volumes, favorable location, and the possibility of implementing high-tech production. It was noted that Italy, Great Britain, India, and France have leading positions in the clustering ranking after the US, but the level of development of Russian innovation clusters is much lower than foreign ones. The carried out analysis revealed that the clustering processes in each country have distinctive features that reflect the specifics of the national economy development.
