REGIONAL HOUSING POLICY: ISSUES, DIRECTIONS AND DEVELOPMENT TOOLS

Abstract: providing citizens with housing is the main criterion for the quality of life and well-being of citizens of any country with a developed economy. In Russian conditions, this factor has been a rather serious problem for a long time, with its own positive and negative history. Over the past few years, the Government of the Russian Federation has developed a number of measures that affect the main external factors of development of both the country as a whole and the regions. The main goal of implementing these successive actions is to ensure housing affordability, encourage housing construction, develop modern infrastructure, and some others. At the same time, almost every subject of the Russian Federation already has its own developments based on the experience of previous years in terms of implementing housing policy at the regional level.

In many regions of the Russian Federation, the situation on the housing market has been and remains quite serious, which has recently been exacerbated by the general economic situation in the country. In this scenario, the further development of the construction industry is likely to be slow. In most regions, solving the housing problem is one of the main factors in solving the demographic problem and requires the full participation of both the authorities and business structures, and appropriate solutions to the current situation.

In this study, the authors consider approaches to solving this problem on the example of the Nizhny Novgorod region.
