CONSTRUCTION OF A FUZZY SYSTEM FOR EVALUATION OF EFFICIENCY AND RISKS OF STRATEGIC BUSINESS PLANNING BASED ON KEY INDICATORS OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT

Abstract: the article is devoted to the analysis and evaluation of the effectiveness and risks of scientific and technological business projects of strategic nature in the form of fuzzy production rules “If…, then”. At the same time, the question of determining the degree of compliance of the technologies presented in them with the new 6th technological order is studied. The article presents the results of expert surveys to identify key indicators and indicators that are essential in the transition to the 6th technological order. The method of analysis of intellectual property objects in patent offices on the basis of “technological surge” is described. The conceptual organization of the fuzzy system for assessing the effectiveness and risks of strategic business planning, which has 2 levels-content and neuro – fuzzy inference is shown.
