REVIEW AND CLASSIFICATION OF ECONOMIC AND MATHEMATICAL MODELS OF ASSESSMENT OF INNOVATIVE DEVELOPMENT OF RUSSIAN REGIONS

Abstract: this article presents an analytical review of the existing approaches to the estimation process of innovative development level of the Russian Federation regions. The subject of research is twenty economic and mathematical models developed by Russian economists from 2004 to 2015. The article offers various types of the classifications in order to reveal the general regularities of the methods applied, as well as advantages and disadvantages of the mathematical models. The classification of the considered economic and mathematical models by the number and methods of normalization of variables, by the method of calculation and additional parameters included in the model is proposed. Because the influence of many factors of innovative development can affect the innovation system of the region with a certain time interval, it is justified to use a time component in the models. Moreover, it proves the necessity of the further development of the scientific research topic due to the absence of the time parameter in the considered models, namely lag variables.
