Abstract: the size of the Russian Federation, where more than 60% of the territory is inaccessible by other means of transport other than air one, pushes regional aviation to develop at a more intensive pace. Currently, 74% of all flights are operated through the Moscow air hub, and the state of airport infrastructure of country does not meet modern requirements and needs serious modernization. In the May 2018 Order the President of Russian Federation sets an ambitious task, including aviation – to create a developed unified network that will meet the needs of all passengers. The use of positive foreign experience in Russian practice will contribute to development of regional air services.
The article justifies the need to develop of regional air services system in the Russian Federation. It reviews the mechanisms of state support of air service system in Russia and abroad. The features of subsidizing air transportation and state financing of construction and reconstruction of regional airports and other infrastructure objects of air transport are highlighted. The regulatory framework of state support in Canada, the United States, the European Union (EU), China is considered.
