Abstract: in this article some questions of formation of the mechanism of management of intellectual capital of the region are considered. An example of classification of approaches to the definition of intellectual capital structure is given. Private and public character of intellectual capital is defined, the need for the separation of sources of funding for areas that need to be supported by the state (regional) expenditures and spheres is indicated, which can effectively be developed at the expense of the private sector (capital, intellectual property, brand, customer, fashion, etc.). The study also identified priority areas support the development of regional intellectual capital: the basic components that form the total human development of the region, including knowledge capital, health capital, environmental capital; the components of intellectual capital related to the functioning of the labour market: the capital of competencies, capital, professional reputation and experience, capital and labor mobility; infrastructure components of intellectual capital that creates the distinctive regional character. The basic stages of formation of the mechanism of management of intellectual capital of region: setting of aims and objectives, analysis of the current status of intellectual capital of a particular region; assessment of specific regional characteristics of intellectual capital, conducting its decomposition; organization of system of monitoring of intellectual capital of the region and development of recommendations for its development. The article identifies the factors of the effectiveness of this mechanism, determining its effectiveness, as well as an example of a brief analysis of the factors of development of intellectual capital of the region on the example of the Moscow region of the Russian Federation.
