FORMATION OF COORDINATION AND DEVELOPMENT SYSTEM OF CLUSTER-NETWORK ENTITIES

Abstract: actual special features of the development of social production, as well as the growing and accelerating processes of globalization lead to changes in the market conditions of regional economies and consequently to the acceleration of the processes of glocalization. For the Russian economy, which has a huge and heterogeneous territory, a large “spread” of various resources, it is important to solve the problem of effective transformation of the socio-economic space. To solve this problem, the authors of research set the task of finding the optimal model of a self-developing and self-sustaining economic system intended to ensure effective socio-economic development of regions and to solve problem of territorial detachment of Russian Federation`s regions. The cluster-network approach of organization of social and economic space of territories of the Russian Federation is considered as the proposed model. Cluster-network entities that represent the network relationship of spatial placement of economic entities on adjacent territories both inside and outside the clusters, allow to organize socio-economic space of the territories in such a way that enhanced the process of collective interaction creating favorable conditions for the development of corporate, network, and local megastructures and megaeconomics territories where they are based, creates a propagation medium and active centers of global economic growth, contributing to the cumulative effect in the internal and external aspects. The paper establishes the differences between the definitions of terms: “conditions” and “factors”, as well as identifies main conditions and factors affecting processes of clustering and networking. The analysis of presented conditions and factors providing and influencing development of cluster-network entities allowed to create a system of coordination and support of their development including four main components: federal, branch, regional components and the centers of cluster-network entities. According to the authors, the implementation of the proposed system should begin with the process of planning the development of cluster-network entities, during which the main problems, the main goals and the main programs arising from them are determined.
