Abstract: the integrated development of municipalities should guarantee the functioning of a comfortable living environment for residents, that is, one that demonstrates a sufficiently high level of welfare, culture, education and technical development. In modern scientific literature and journalism, instead of the term “civilized society” in this sense, the concept of “civil society” is more often used. Political scientists and sociologists are actively exploring the problem of turning the inhabitants of municipalities into conscious socially active citizens, with their clear civic position. Of course, the increase in social activity of people can not affect the processes of economic development of a certain territory. The article considers the aspects of formation of new approaches to the strategic development of the territories of municipalities by increasing civil activity and participation of citizens in the process of management of the territorial community. The author of the article shows that strategic development in the current implementation is, first of all, the task of the administrative complex of state power, and the civil process is poorly represented in it. In this regard, the author proposes to consider the methods of operational monitoring and relationships in the implementation of strategic decisions of municipalities.
