ATTITUDE OF RESIDENTS OF THE ARKHANGELSK CITY TO THE GARBAGE REFORM (RESULTS OF SOCIOLOGICAL RESEARCH)

Abstract: the article is devoted to the study of the problem of the progress of garbage reform in Russia on the example of the Arkhangelsk region. The purpose of the study was to learn about the issue of the willingness of residents of the region to accept the changes that the garbage reform entails. A brief analysis of the results of a sociological survey conducted among residents of the city of Arkhangelsk is given. The representation was 604 people by the quota of gender, age and district of residence. The survey was conducted from December 24, 2019 to January 31, 2020, covering the period before and after the implementation of the garbage reform in the Arkhangelsk region. The survey is devoted to the attitude of the Arkhangelsk residents to garbage reform, the study of the readiness of separate collection of urban solid waste, as well as the identification of the opinions of residents of the city regarding the activities of a single regional operator. The question of the general negative assessment of the Arkhangelsk residents and pessimistic sentiments regarding the garbage reform is investigated. It is suggested that the reason for this assessment is the fact that any issues related to the garbage topic and the disposal of household and industrial waste in the region cause sharp controversy and social confrontation between local authorities among the residents of the region due to large-scale public outcry related to the construction Ecotechnopark at the Shiyes railway station (Arkhangelsk region). A solution is proposed to the problem of the negative attitude of the population towards garbage reform by broad spectrum informing residents of the city of Arkhangelsk and the Arkhangelsk region about the essence of the reform, and about the reasons for the need for its appearance.
