Abstract: during constantly changing, and with a high amplitude, a market economy, the most important criterion for the effective functioning of government agencies at various levels serves the objective need for a constructive solution to the problem of conflict management.
In the Russian social life, the survival of state organizations in conditions of extremely fierce competition sharply poses problems associated with the development of mechanisms and programs that protect organizations from dysfunctional conflicts, which enhance their psychological and economic reliability. It becomes apparent the need for all public servants to form not only an adequate, but also constructive and creative attitude to conflicts.
This article contains a statistical analysis of the frequency conflict situations in Russian state organizations over the past four years. In addition, the authors draw attention to the concept of social tension, which is now better than any other indicators to assess the level of conflict in the various territorial entities of the Russian Federation. Based on the studies, it is proposed to compare the concepts of classical, organizational and labor conflicts arising in the activities of state structures. The authors draw attention to the dualism of the conflict cause in state organizations. The development most of them will depend on how managed conflicts, and for this it is necessary to pay attention to the types of conflicts and ways to get out of them.
