SCIENTIFIC EMIGRATION AND OUTFLOW OF INVESTMENTS AS THE MAIN THREATS TO THE ECONOMIC DEVELOPMENT OF THE RUSSIAN FEDERATION

Abstract: the article will focus on the following types of resources: human resources and investment resources. In other words, the constant outflow of resources is the main problem that prevents Russia from actively developing and increasing its economic growth. Most often the definition of economic growth is associated with indicators such as GDP, GDP per capita, ND, GNP. These indicators relate more to how economic growth is measured than to its essence. Published results of the World Bank and Rosstat and other significant publications give an understanding of the current state of economic development in Russia. The analysis suggests the significance of the investment climate and “brain drain” indicators for Russia’s economic power. It is known that information is currently the key factor in production. Countries that possess a large volume of unique information can create technologies that enjoy an absolute competitive advantage in the international arena. Thus, the production of high-tech goods will be in demand outside the country, increasing the flow of capital to the country from abroad and increasing the country’s economic growth. That is why advanced countries that aim to maintain their leading economic position invest heavily in the development of science and strive to attract highly qualified specialists to their country. The main problem that such countries may face is scientific emigration, when people trained in a particular country leave it and use their scientific potential for the benefit of another country. This is exactly the situation that is happening in Russia.
