SOCIO-ECONOMIC REASONS, CONDITIONS AND FACTORS OF DETERMINATION OF CRIME IN THE ECONOMIC SPHERE IN MODERN RUSSIA

Abstract: in this article, the author examines the main groups of determinants (causes and conditions) of crime in the economic sphere in modern Russia. It is argued that socio-economic factors are the most significant determinants of economic crime and the social factors of crime in the economic sphere are hardly separable from economic ones. As the most significant factor, the author calls the polarization of the Russian population by income level; the second most important economic factor is the “shadow economy”. The importance of social atomization, social deprivation, legal and social irresponsibility is also noted. The second most important group of factors is the factors of sustainability and predictability of economic development: crime is higher, the higher the frequency and level of fluctuations in economic indicators, that is, the less the state of the economy and income of a particular subject are predictable and alarming for the subject itself.

The third group of factors affecting quantitative and qualitative indicators of crime in the economic sphere can be united by the concept of “density of economic life”: the total population in the region and the number of employees; the number of economic and other social actors (enterprises and organizations of all types and forms of ownership in the region); profitability of enterprises and all types of business in the region; population income and consumption in the region; provision of housing and other social benefits in the region: transport, social services, etc .; the number of educational, health and social protection institutions in the region, etc.
