Abstract: the article is devoted to the problems of development of the road network as an indicator of the quality of life of the population of the region. The goal is to determine the quality of life of the population of the Kaluga region based on the criteria for the development of the road network. The numerical value of the level of development of the road network is expressed by two statistical indicators that characterize the quality of life: the density of paved roads; the density of public railways. In accordance with the quality of life assessment system, statistical indicators are transferred into comparative values – coefficients of regional advantages calculated by the ratio of the values of indicators for the region to the national average and the average for the Federal district. Based on the system of analytical assessments, problems in the quality of life are identified and proposals for improving it are justified. Scientific novelty consists in the development of modern concepts, the development of scientific approaches and methodological provisions to determine the level of quality of life of the population by the criterion of road network development. The practical significance of the scientific material is to create a methodology that allows state and municipal authorities to reasonably determine the financial policy in the road sector to ensure equal conditions for the quality of life of citizens of different territories.
