PERSONNEL POLICY OF THE EXECUTIVE AND REGULATORY BODIES OF LOCAL GOVERNMENT: EXPERIENCE, PROBLEMS, PERSPECTIVES OF IMPROVEMENT

Abstract: the article is devoted to the study of the state and determination of prospects for the development of personnel policy of executive and administrative bodies of local self-government. Modern requirements for the formation and implementation of personnel policy conducted by executive and administrative authorities are due to the fact that the leading role in ensuring effective municipal management belongs to the personnel of municipal employees, whose professionalism and competence, first of all, depends on the quality of providing all spheres of life of the municipality. In this regard, strengthening municipal authorities and management requires the introduction of a scientific approach, which is impossible without a thorough analysis of the quality of the municipal service personnel, the conditions for implementing the municipal personnel policy, as well as factors that have a decisive impact on the stability of the personnel, their professionalism and responsibility. The authors of the paper argue for the need for a multidimensional view of the process of staffing local governments. As an example, we consider the personnel policy in the city district administration. The paper presents a correlation between the effectiveness of personnel policy and the results of socio-economic development. The conducted research allowed to form priority directions of personnel policy in the system of municipal service. The program-target approach is considered as a tool for implementing the proposed improvement measures.
