Abstract: this work is based on statistical indicators for 85 constituent entities of the Russian Federation, which provide complete information on the areas studied: innovative development, small and medium-sized businesses, education and health care. For each sphere, two-level hierarchical models were constructed, where the first level comprised three groups of indicators: resources, costs, results, and the second level was represented by specific indicators related to the respective groups. Weighted coefficients were calculated for these indicators, which characterize the degree of their influence on the integral indicator. Comprehensive estimates for each sphere are calculated, reflecting the state of the studied sphere, on the basis of which the subjects of the Russian Federation were divided into 3 levels of development: high, medium, low. All subjects were divided into two clusters. Dispersion analysis showed a strong direct impact of three groups of indicators of the innovation sphere – the level of resource endowment, the level of costs and the level of performance results on the level of development of small and medium-sized businesses and education in the regions.
