DEVELOPMENT OF INFORMATION AND CONTROL SYSTEMS METAMODEL OF COMPLEX OBJECTS TAKING INTO ACCOUNT COGNITIVE APPROACH

Abstract: this article describes the development and application of the previously proposed metamodel of a complex system using the example of a socio-economic system. Cognitive set-theoretic approach makes it possible to fill metamodel elements by choosing mathematical apparatus necessary for solving economic problems of a certain subject area. The purpose of the work is to show on a specific example the process of reasonable selection of mathematical methods, models and criteria for filling metamodel elements. The article considers the task of determining the cadastral cost of a land plot as a real estate object, the solution of which remains quite subjective. In order to reduce the influence of this factor and increase the objectivity of the decision the cognitive set-theoretic metamodel in general and its model of decision-making in particular is proposed. In the course of carrying out a research traditional economic, economic-mathematical and modern geoinformation approaches are defined for which a scope, merits and demerits were analysed. It is proposed to use the analytic hierarchy process and cluster analysis, which allow to take into account objective (quantitative) and subjective (expert) criteria and factors in solving the problem. Such a combination can be considered as a development of mathematical modeling and a new direction for the development of a formalized methodology of land assessment, from a practical point of view, a clear sequence of their application with selected subtasks can be used as an algorithm basis of an intelligent information and control system developed for the purpose of developing objective management solutions.
