COMPREHENSIVE EVALUATION OF ELECTRONIC AUCTION AT THE PURCHASE OF PUBLIC SERVICES PURCHASES (ON THE EXAMPLE OF CONSTRUCTION CONTRACT)

Abstract: the scientific article presents the author’s view of the comprehensive assessment of the electronic auction in Russia, during public procurement of services (for example, a construction contract). The authors examined the pros and cons of electronic auctions, examined the problems associated with the choice of a contractor that affect the construction process. The model “Estimation of construction organizations” was developed in the Business Decon program, where it is proposed, using this model, to increase the efficiency of selection in electronic public procurement auctions, by factors that will be further evaluated by a comprehensive assessment, which in turn will affect the choice the contract. The conditions that are created at electronic auctions in Russia lead to the emergence of many problems, including the risk of low-quality services rendered, as the only criterion is taken into account – cost. When conducting auctions of construction services, numerous factors are not taken into account, as well as the criteria of the construction organization. In order to offer the customer the lowest price, the contractor is forced to reduce costs, which will subsequently affect the quality of the construction process. In order to avoid such shortcomings in electronic auctions, the authors propose to introduce the proposed model “Assessment of construction organizations” into the informative base. The prospects for the study are vast, and include the introduction of a comprehensive assessment in the practical work of electronic auctions, with the aim of improving the factors that will affect the final choice of a contract.
