Abstract: the relevance of the topic is associated with solving the problem of imbalance in the development of regions, as well as stimulating economic development in Russia while ensuring fiscal sustainability. The article analyzes the current socio-economic and budgetary situation in the regions. The regional structure of revenues and expenses of the consolidated budget of the Russian Federation is described. The main differences in the sources of income and cost sections of the regions of donors and recipients are identified. A comparative analysis of the oncoming state financial flows in the regions is carried out. The role of national projects in the execution of budget expenditures of the country’s budget system is determined. In the process of analysis, on the basis of consolidated expenditures on the territory of the constituent entities of the Russian Federation, conclusions were drawn about the absence of a significant impact of the implementation of national projects on the socio-economic situation of the regions.
