Abstract: the article presents an analysis of the implementation of the Development Program of the Higher School of Innovation Management under the Head of the Republic of Sakha (Yakutia) for 2017-2019 and personnel policy. An assessment of the achievement of the indicators of the Development Program for 2017-2019 is given, the grounds for its further adjustment are identified. It is necessary to develop a new Development Program for 2020-2022 taking into account new tasks, the inclusion of new areas of development: training for digital transformation, assistance in the development of municipal teams, in the implementation of national projects for the development of territories.
To develop and successfully implement the new program, it is necessary to quickly adjust the personnel policy. The analysis of the structure of the organization and the dynamics of the organization’s workforce for the 2016-2020 academic years is carried out.The problems requiring decision-making are identified: reducing the weight of teaching and teaching support staff in general, reducing the number of full-time teachers within the framework of the relevant organizational structures that do not ensure the implementation of new development programs; a sufficiently high level of staff turnover; no mentoring system.
Recommendations on improving the personnel management system are proposed: reorganization of the organizational structure, introduction of a mentoring system, strengthening of the teaching staff on the basis of the competition, improvement of motivation, professional development of personnel. Implementation of the proposed recommendations will help to increase the availability of highly qualified personnel at the Higher School of Innovation Management under the Head of the RS (Ya), reduce staff turnover, increase commitment to the company and will play a decisive role in the further strategic development of the organization.
