Abstract: the article discusses the basic laws governing project activities. The definitions of basic concepts in the field of design and construction are disclosed. The sequence of development of pre-project documentation is shown. References are made to the main regulatory acts governing project activities in the Russian Federation. The main stages in the development and formation of design estimates are described. The stages of the examination of design estimates are indicated in detail its basic requirements for current technical regulations and laws of the Russian Federation. Problem points are highlighted during the passage of project documentation of both state and non-state examination. The leading methods for resolving issues arising from the examination, in accordance with modern requirements, are emphasized. The above solutions contain effective ways to reduce time, which is spent on consideration of project documentation at the stage of examination. In the development of working documentation and its implementation in the implementation of construction works there are also questions that need to be addressed. This article describes methods that can minimize the number of such issues and at the same time improve the quality of finished products. The importance of landscaping is shown.
