Abstract: in modern conditions of integration development of the EEU member states, it is inextricably linked with the implementation of foreign trade policy, by balancing the introduction of tariff and non – tariff restrictive measures. The analysis of such measures, which are used by the largest countries within integration groupings, is relevant for the study of Russia’s trade potential. Trade restrictions are the most important element in the number of instruments for regulating foreign economic activity, which should be understood as a set of non-tariff regulatory measures aimed at implementing foreign trade policy, through the introduction of bans and restrictions. In turn, trade restrictions can also be an element of tariff regulation in the form of special, protective and anti-dumping duties. This article discusses the theoretical basis of trade restrictions in the context of integration of the world economy. The types of state control over compliance with trade restrictions are considered. Statistical data on the implementation of control measures are presented. The analysis in the field of licensing is carried out, as well as the Executive authorities that are subject to certain types of control are presented. Based on the analysis, the problems of control application were identified and promising directions for the development of state control over compliance with trade restrictions and trade potential of Russia were formulated.
