Abstract: Do Libraries Have a Future? What is the library policy in this direction? What are the time requirements for libraries? The article deals with the issues of the library policy of changes and modernization associated with the economic crisis that swept the whole world. The modern concept of the development of Russian libraries is described, which is based on the 2019 model standard. The concept is designed to contribute to the achievement of national goals and strategic development objectives of the country. The purpose of the concept is to determine the main directions of development and modernization of libraries. The rapidly occurring changes in society require the same quick generalization and understanding of the transformations in the activities of libraries in accordance with the needs of society. It is shown how the situation is resolved by the efforts of the main libraries together with the regional government. Examples of similar work in foreign libraries are given.
