ON THE NEED FOR SOCIOLOGICAL EXPERTISE OF DECISIONS OF STATE AUTHORITIES AND LOCAL SELF-GOVERNMENT

Abstract: the article analyzes the problem of establishing uniform scientifically based requirements for conducting sociological expertise in Russian Federation. The main rights and obligations of subjects who participate in the expertise are considered. The article defines sociological expertise as a procedure for determining whether planned or adopted decisions of state authorities and local self-government correspond to the interests of Russian society and the state. The paper considers general concepts and principles of sociological expertise of state bodies’ decisions. The author highlights voluntary and mandatory sociological expertise, specifies the requirements and norms for their implementation. The article considers in detail the role of an expert within sociological expertise as an agent performing a comprehensive, complete, objective and complex analysis of the materials submitted for the expertise, taking into account the advanced achievements of domestic and foreign science. The paper raises the issue of creating a uniform conceptual framework in the field of sociological expertise. The author proves the need for creating a legislative basis for legal regulation of issues related to the organization and carrying out of sociological expertise, as well as control over its conducting in Russian Federation. In conclusion, the principles of development of sociological expertise in Russia are formulated. The author emphasizes the connection between elimination of gaps and contradictions in legislation in the sphere of sociological expertise and implementation of a uniform approach to regulation of public relations arising in this sphere.
